STOFILE LAUNCHES THE EC CHAPTER OF THE DFID FUNDED IPSP-INTEGRATE PROVINCIAL SUPPORT PROGRAMME IN BISHO

Eastern Cape Premier Makhenkesi Stofile says one of the biggest challenges facing the provincial administration is the elimination of "the 
Pty syndrome" - tendencies for units and individuals to work in isolation in service delivery.

Premier Stofile was addressing a ceremony, at the State House in Bisho on 24 January 2001, to mark the official launch of Eastern Cape 
chapter of the Integrated Provincial Support Programme (IPSP), a project funded by the British Department For International Development 
(DFID). The IPSP is a two-year-R6 million programme designed to assist government to improve effectiveness and efficiency in a number of 
critical development areas that include delivery of social services, "Batho Pele" campaign, district development, performance management 
linked to the provinces membership of the South African Excellency Foundation, as well as the improvement of communication with the 
publics and stakeholders.

He said the civil service is the governments delivery machinery and needs to be transformed and empowered in order to help improve 
peoples lives. He said this understanding informed the government perspective in the submissions made by the South African government 
since 1998 to the British government, after a series of meetings meant to find a niche for the DFID intervention in the countrys 
development drive.

Premier Stofile justified the centralisation of coordination of donor interventions under the provinces Director General Dr Mvuyo Tom. He 
said a frantic uncoordinated soliciting of foreign interventions might lead to the provision of assistance where it is least needed.

The ceremony was attended by members of the Executive Council, top management of the Provincial Administration, as well as representatives 
of foreign donor agencies, NGO and labour.
